County Executive Julie Giordano’s second round of department head appointments won easy approval last week from the Wicomico County Council.
The council unanimously approved five executive branch leaders without any public discussion.
Paul D. Wilber was reappointed County Attorney, a job he has held since 2014. The council attempted to terminate Wilber in 2020 during a skirmish with then-Executive Bob Culver, but later agreed to retain Wilber as the attorney directly answering to the executive branch. He has been a Salisbury-based lawyer since 1974.
Lori A. Carter was approved as Director of the Department of Planning, Zoning & Community Development. She has worked in the county’s Planning Department for 36 years, serving as Director since October 2018.
John R. Monar was reappointed Director of the Department of Information Technology, a post he has held since October 2018.
Jaime Riley will continue in her role as Director of the Wicomico County Local Management Board, also known as the Wicomico Partnership for Families and Children. She has held that job since July.
Christopher B. Davidson was reappointed Deputy Director of the Department of Aviation. He will continue to work under Tony Rudy, the Aviation Department Director, managing the Salisbury-Wicomico Regional Airport.
Also last week, the council met in closed session to discuss the appointment of a Director for the Department of Corrections. That position has been held by Ruth Coulbourne since March 2018, but Giordano has yet to put forth a nominee or reappointment.
Coulbourne returned to Wicomico County after serving for 10 years as Warden of the Caroline County Detention Center. She previously worked at the Wicomico Detention Center from 1988-2008.
Key positions yet to be hired include Deputy County Administrator and Public Works Director.
