HARRINGTON — Two men were arrested and charged after investigation into an alleged shooting incident on June 28 that wounded six people, Harrington Police said Thursday.

According to authorities, warrants were obtained for Elijah Desir, 19, of Seaford Meadow Apartments in Seaford, and Laquan Johnson, 17, of the 100 block of Fleming Street in Harrington, after witness interviews in the days following the alleged incident.

Harrington Police Department spokesman Lt. Earl K. Brode said the investigation found the alleged shooting was sparked by a fight shortly after 1 a.m. at a birthday party attended by 200 to 300 people in the 100 block of East Street.

Several people were wounded by gunfire during an alleged retaliation, he said.

With the assistance of the Seaford Police Department, authorities said, Mr. Desir turned himself in to Harrington Police Thursday.

Mr. Desir was charged with six counts of first-degree assault and a count of possession of a firearm during the commission of a felony. He was arraigned via video phone through JP Court 2 in Rehoboth Beach and committed to Sussex Correctional Institution in Georgetown in default of $140,000 cash only bond, police said.

Authorities said Mr. Johnson was arrested without incident Tuesday at his Fleming Street residence. He was arraigned by video phone through JP Court 7 in Dover and committed to the Stevenson Detention Center in default of $61,000 secured bond.

Charges against Mr. Johnson included possess, purchase, own or control of a firearm by a person prohibited, possession of a firearm during the commission of a felony, first-degree reckless endangering, and inciting a riot.

Lt. Brode said the alleged June incident was the first shooting with multiple victims he could remember in 13 years as a Harrington police officer.

“To us, it’s nice to get people who commit crimes off the street ...,” Lt. Brode said. “I think the community is happy (with the arrests).”

While witness cooperation was initially limited, Lt. Brode said more people came forward to provide information as the investigation advanced.

Police said it was believed that a second handgun was fired into the air during the incident and others may have been involved. No firearms from the incident have been recovered, according to Lt. Brode.

Detectives continue to investigate the case, and Harrington Police ask anyone with information to call 398-4493 or Crime Stoppers at 1-800-TIP-3333.

During the initial response to a reported shooting, Harrington officers were joined by officers from Felton, Delaware State Police and Delaware Alcohol and Tobacco Enforcement.

Officers found six people had been shot and were taken to local hospitals, one by ambulance and the others by private vehicle, police said.

Police said all the victims suffered life-threatening injuries and have since been released from the hospital.
