DOVER — A 51-year-old man was arrested on a "first-degree robbery victim is 62 or older" charge Thursday afternoon following an alleged incident in the unit block of North New Street, Dover Police said.

At approximately 2:20 p.m., police said, officers arrived after a 64-year-old man reported that he was robbed. Police said Elwood Jerome Ross allegedly approached the man just outside of his residence and forcefully removed cash from his hand, dragging him to the ground.

The incident was captured on downtown surveillance cameras, police said, and led to Mr. Ross being identified as a person of interest.

A short time later, authorities said, officers in the area located Mr. Ross wearing the same clothing as he was during the alleged robbery and took him into custody without incident.

Mr. Ross was committed to Sussex Correctional Institution in Georgetown in default of $25,000 bond.
