DOVER — State and city police allegedly located two handguns, ammunition and illegal drugs during separate investigations within three hours of each other on Nov. 3, according to court papers.

The first sequence began at approximately 12:18 p.m. when a man - later identified as Efrain R. Sudler, 34, of Dover, - was seen walking with traffic and not on the most outside part of Cooper Road, a Delaware State Police trooper wrote in a probable cause affidavit.

Also, the man was seen “carrying a large female purse, which was unusual,” police said in a court document. The trooper said he also allegedly witnessed the man “holding a rolled tobacco cigar in his left hand which was similar to a marijuana cigar.”

The man was detained after police pulled next to him in a vehicle. according to the affidavit.

Police said Mr. Sudler was asked to put the purse onto the vehicle’s hood and a trooper took the suspected marijuana cigar from him, papers said. Authorities alleged that the confiscated cigar was later weighed at approximately .66 grams.

After Mr. Sudler handcuffed, police said, a loaded .22 caliber Smith and Wesson semi-automatic handgun was allegedly located in his right rear pants pocket, concealed by a flap of material.

In documents, police said that the firearm was allegedly loaded with a .22 caliber hollow point round of ammunition in the chamber and four additional rounds loaded in the magazine.

Troopers also allegedly located two bundles of heroin weighing approximately .27 grams, including 18 individually packaged amounts. Also discovered in the purse was a controlled substance in a bottle without a prescription.

Mr. Sudler was found to be wanted on seven capiases, police said. He allegedly first identified himself as “Antwon Sudler,” according to authorities. He was determined to be a person prohibited from possessing a firearm or ammunition after a controlled substance conviction in 2009, according to documents.

The firearm was also found to be stolen, according to police. The suspected heroin and marijuana seized during the investigation also tested field positive, authorities said.

At approximately 5 p.m., Dover Police Street Crimes Unit officers contacted Kevin O. Smith, 21, of Dover, after he exited a building in West Broadstairs Place and entered a black Honda Civic, authorities said in documents.

An officer said an odor of marijuana was allegedly coming from the vehicle, and a traffic stop was made in the area of Kenton and College roads after an alleged seatbelt violation was observed.

A vehicle search located a green leafy substance suspected as marijuana in the center console. A .380 handgun magazine loaded with eight rounds was allegedly seen in a center up holder, and a semi-automatic. 380 handgun was reportedly concealed in the driver side door, police said.

According to police, Mr. Smith signed a consent form for police to search his residence at West Broadstairs Place, and $4,520 in suspected cash drug proceeds was located.

According to police, the green leafy substance later field tested positive as marijuana.
