Plantiff in Dover police kicking case has more legal problems, extradited to Maryland

DOVER — A 30-year-old man seen on video allegedly being kicked unconscious by a Dover police officer during a 2013 arrest was taken into custody Wednesday on a fugitive-from-another-state warrant, the Delaware State Police said.

Lateef A. Dickerson later was extradited to the Kent County (Maryland) Sheriff’s Department and held at the Kent County Detention Center in Chestertown, Maryland, according to authorities on Friday.

According to Maryland court records, Mr. Dickerson, of the 100 block of East Lockwood Street in Middletown, is facing 16 charges including burglary and theft, among others. A preliminary hearing date is scheduled for July 21 at Maryland District Court in Chestertown.

Maryland charges against Mr. Dickerson include first-, third- and fourth-degree burglary, malicious destruction of property, theft and handgun in vehicle. Multiple counts of some alleged offenses are included. An incident date of July 8, 2014, was listed in court papers, and a warrant date of Aug. 18, 2014.

Mr. Dickerson is facing possible life in prison in Delaware as a habitual offender while currently on trial for an alleged July 17, 2014, incident involving a shotgun and rifle, both reportedly loaded and stolen, found by police in an abandoned shed in Middletown.

That trial originally was scheduled to begin in May, and was then moved to June 16 and now has been continued, according to the Delaware Department of Justice.

The ACLU of Delaware has filed a civil lawsuit on Mr. Dickerson’s behalf after an alleged incident on Aug. 24, 2013, while he was being taken into custody. The sequence was recorded on a Dover Police Department patrol car dashboard camera and later brought a second-degree assault charge and indictment against responding officer Cpl. Thomas W. Webster IV.
