DOVER — Delaware's Rodney Wise talks about his checkered-flag past in the Spring 2015 edition of Outside the Oval.

The publication, produced by the staff of the Delaware State News and longtime NASCAR enthusiast Kathy Willes, features helpful information and advertising designed to welcome race fans to Dover.

Wise, of Magnolia, spent 20 years as a NASCAR official and owes his start in the sport to Dover International Speedway, he said.
