DOVER — John Carney will be sworn in as the 74th governor of Delaware today.

The ceremony will take place at 11 in Dover. Although it is scheduled to be held in front of Legislative Hall, it may be moved to Central Middle School in the event of rain.

Gov.-elect Carney, the fourth consecutive Democrat to be elected as the state’s chief executive, will succeed term-limited Gov. Jack Markell. He was elected in November with 58 percent of the vote.

Being sworn in with him is Lt. Gov.-elect Bethany Hall-Long, a fellow Democrat.

Martin Luther King Jr. Boulevard eastbound and westbound will be closed beginning from Capitol Drive to Federal Street, and Legislative Avenue will be shut down between Martin Luther King Jr. Boulevard north and south.

Federal Street will remain open to northbound and southbound traffic from Water Street to Loockerman Street.

Those hoping to attend the inauguration can take a bus from the Blue Hen Corporate Center. A shuttle service will run from 10 to 2.

Martin Luther King Jr. Boulevard and Legislative Avenue are expected to re-open after 2.

The Department of Transportation will monitor traffic conditions for potential delays. Drivers can check the DelDOT app, available in the Apple and Google Play stores, for real-time updates.

According to the National Weather Service, there is about a 50 percent chance of rain this morning.

Gov.-elect Carney has nearly filled his cabinet, with only the post of Delaware Economic Development Office director not yet announced.

The cabinet nominees are expected to be appear before the Senate Executive Committee Wednesday, and the governor-elect will also sign an executive order relating to DEDO that day. What changes may be made to the office have not been announced.
