DOVER — A 28-year-old Maryland man allegedly registered a .11 percent blood-alcohol content after losing control of a vehicle that then struck seven people at Delaware State University before crashing into a tree Saturday night, according to police in a probable cause sheet.

Former DSU football player Gregory E. Ligon Jr., of Mitchellville, was charged with DUI and other offenses related to an accident at approximately 7:28 p.m. in a fraternity picnic area on the DSU campus. Mr. Ligon was taken to Dover Police Department headquarters after field sobriety testing was conducted at the scene, authorities said.

According to court papers, Mr. Ligon’s blood alcohol content was determined at 10 p.m.

The legal limit in Delaware is .08 percent.

Dover Police was called to the scene at about 8:55 p.m., spokesman Master Cpl. Mark Hoffman said, and accident reconstruction personnel arrived 15 minutes later. The last Dover Police officers left DSU at approximately 1:15 a.m. Sunday. DSU police assisted in the investigation, Dover Police said in a news release regarding the incident.

A 21-year-old female was critically injured with a broken back and ribs, and multiple injuries after the incident, police said, and was airlifted to Christiana Hospital after initial treatment at Bayhealth-Kent General Hospital.

The victim was trapped between a tree and a front driver’s door that had been ripped off after striking a pedestrian, police said. The door was located 55 feet away from where the vehicle finally stopped, court papers said.

A 51-year-old Philadelphia man was treated for leg and shoulder injuries, while five other people ages 20 to 22 suffered various injuries. According to papers, one person suffered a broken index finger, while others were knocked to the ground. Two had feet and an ankle run over.

No updates on the victims’ conditions were available Monday afternoon.

Police said they believed through investigation that Mr. Ligon accidentally pushed the gas pedal on a Mercedes Benz sedan he was driving instead of the brake in an attempt to stop the vehicle that mistakenly had been left in reverse. Mr. Ligon had exited the vehicle after attempting to park it and quickly re-entered it to hit the brake, according to authorities. Instead, the vehicle accelerated, police said.

Mr. Ligon was taken from the vehicle by several bystanders after it stopped, according to authorities. The vehicle eventually was towed from the scene and is being held, police said.

Along with DUI, charges included first-degree vehicular assault, second-degree vehicular assault (six counts), no proof of insurance and failure to have registration card in possession.

Mr. Ligon was arraigned at Justice of the Peace Court 7 in Dover and released after posting $9,450 secured bond. A preliminary hearing was scheduled for Nov. 6.

The alleged incident occurred during DSU’s homecoming weekend, and all remaining activities were canceled. Activity in the area was not part of any university-sponsored or organized event, school officials said in a news release Sunday, and the crowd included a mix of students, alumni and other visitors.

Also, the school said, DSU prohibits alcohol use on university property unless specifically approved for non-student events. No such permission was given for any event on Saturday, DSU said.

Classes at DSU resumed on a normal schedule Monday.

According to an entry on the DSUHornets.com website, Mr. Ligon was a member of the DSU football team from 2005 to 2009.
