KENT COUNTY — A lengthy investigation into alleged illegal drug trafficking within Kent County culminated Wednesday with the arrest or indictment of 13 people on more than 100 criminal charges, Delaware State Police said.

With approximately 50 investigators at the federal, state and municipal level working together, “Operation Spiritus” probed an organization allegedly responsible for distributing more than 1,000 grams of cocaine in the past six months, according to state police.

Police claimed that Kevin M. McDonald, 41, of Magnolia, directed a cocaine network that operated throughout central and southern Kent County. Investigation began in March, according to law enforcement.

Mr. McDonald was indicted on 12 felonies in Kent County Superior Court, including racketeering, drug dealing, aggravated possession of cocaine, and numerous other alleged drug offenses, police said. He was held at James T. Vaughn Correctional Center near Smyrna after failing to post $41,750 cash bail.

According to spokesman Master Cpl. Gary Fournier, state police were part of a coordinated effort that included the federal Drug Enforcement Administration, Dover and Milford police departments, and several other assisting police agencies.

On Wednesday, 12 search warrants were executed throughout Kent County, including residences in the:

• unit block of Apple Run, Paris Villa, Magnolia

• 300 block of Abec Lane, Peachtree Apartments Felton

• 2100 block of Cubbage Pond Road, Lincoln

• unit block of Sycamore Drive, High Point Mobile Home Park, Frederica

• 100 block of Unity Lane, Greenwood

• 1300 block of Layton Corner Road, Harrington

• unit block of New Street, Harrington

• unit block of West Cherry Drive, Paris Villa, Magnolia

• four separate units on Linstone Lane, Silver Lake Estates Apartments, Milford

Tactical teams from state police, Dover, Milford and Smyrna pollice departments, FBI, and State of Delaware Division of Probation and Parole took part in the execution of search warrants, Cpl. Fournier said.

State police released a list of items they said were seized as the search warrants were executed, including approximate weights of drugs:

• 1,089.64 grams of cocaine

• 21.36 grams of heroin

• 22.3 grams of marijuana

• two .40 caliber handguns

• one .410 caliber handgun

• three 9 mm handguns

• one 12-gauge shotgun

• one .223 caliber assault rifle

• assorted ammunition

• $42,973 in suspected drug proceeds

• two motor vehicles

• packaging material including thousands of wax bags associated with the sale of heroin

Indictments listed

Also indicted on felony charges including racketeering, drug, and weapons offenses and then held by the Department of Correction in lieu of bond were:

• Taquen G. Owens, 22, of Greenwood

Those facing drug and weapons charges included:

• Arthur D. Stratton, 39, of Magnolia

• Teuntay C. Drummond, 22, of Milford

• Alivia Mosley, 22, of Milford

• Kashyra Cannon, 25, of Milford

• Jocquon Johnson, 22, of Milford

• Deanna Boyd, 25, of Milford

• Rhymean Floyd, 35, of Milford

Three persons racketeering indictments are currently sought by police:

• Abdul T. White, 30, of Dover

• Ashley S. Gonzalez, 25, of Harrington

• Frank R. Lovett, 28, of Greenwood

Milford PD said on Thursday that warrants were obtained for Mr. White and Ms. Gonzalez after investigation into an alleged homicide on Aug. 8. Authorities said Mr. White is being sought on first-degree murder and home invasion charges, while Ms. Gonzalez is wanted for questioning.

Police said Mr. White and Ms. Gonzalez should be considered armed and dangerous.
