DOVER — A 21-year-old man reportedly shot by a pursuing Dover Police Department officer on Aug. 28 has been indicted on two felony weapons charges connected to the alleged incident.

On Monday, a Kent County grand jury indicted Terrance Fletcher Jr. on single counts of possession of a firearm or firearm ammunition by person prohibited and carrying a concealed deadly weapon regarding a reported sequence of events in the area of the 100 block of South New Street last summer.

The Superior Court indictment charged Mr. Fletcher with knowingly and unlawfully carrying a concealed .38 caliber revolver at the time he was a defendant in a felony criminal case in West Virginia.

Court papers indicated that Mr. Fletcher was wanted in West Virginia for failure to appear at a scheduled court proceeding on July 1, “for which proper notice has been provided or attempted, with the result that he had become a fugitive from justice in the State of West Virginia.”

According to Dover Police when announcing the incident, Mr. Fletcher was shot once in the upper thigh by an officer wielding a departmental-issued service weapon as he emerged from an alleyway between South New Street and a parking lot at 120 S. Governors Ave.

Dover and Delaware Probation and Parole officers first received a tip just before 1 p.m. that a man reportedly was in possession of a handgun in the South New Street area.

As police arrived at the area, authorities said, Mr. Fletcher allegedly ran from a Probation and Parole officer attempting to contact him. Authorities said Mr. Fletcher was on probation at the time.

Police claimed Mr. Fletcher threw a .38 caliber revolver when he was struck by gunfire, and it was recovered nearby by investigators.

Mr. Fletcher was treated for a non-life threatening wound at Bayhealth-Kent General Hospital in Dover. He is currently being held in Level V custody, the Delaware Department of Correction said on Wednesday.

On Wednesday, Dover Police spokesman Master Cpl. Mark Hoffman said the officer involved in the shooting “will be placed back on regular duty as of (today) based on the investigative findings by the department.

“He came back to work in an administrative capacity a few weeks after the incident and will be placed on regular duty (today).”

Cpl. Hoffman said the Delaware Attorney General’s office has not released findings on its investigation into the incident.
