DOVER — The shooting death of a 36-year-old Middletown man in the downtown area late Sunday night was not believed to be a random act, authorities said.

According to the Dover Police Department, Sylvester Williams died at Bayhealth-Kent General as a result of injuries suffered from a gunshot wound to the torso. The shooting occurred in the unit block area of South New Street.

It was the city police’s seventh homicide investigation in 2015, authorities said. Also, the Delaware State Police responded to a reported home invasion in the Rodney Village neighborhood on Oct. 17 that left two people shot to death and another wounded. Two Philadelphia men were soon named as suspects, and both are now in custody.

Limited details on the latest shooting were currently available, Dover Police said when announcing the incident in a news release Monday morning.

Dover Police Department spokesman Master Cpl. Mark Hoffman said 911 calls reporting shots fired and a male victim being struck were called into the Dover Police dispatch center at about 11:13 p.m.

Police were at the scene within 90 seconds of the call and the last unit left the area a few minutes after 4 a.m., Cpl. Hoffman said.

Police said it was not known why Mr. Williams was in the area at the time, and investigation into a possible motive is continuing. Police did not release where — the street, a residence, sidewalk, yard or other — Mr. Williams was found.

Authorities did not disclose whether there were any witnesses to the incident or whether interviews were conducted at the scene. No suspect or suspects’ information was available.

Police said the incident is being investigated as a homicide due to the wounds from the shooting.

Also, early Saturday morning, a 22-year-old man was shot in the left hand and left thigh/pelvis during a fight in the Dover Downs casino parking lot at approximately 2:32 a.m., police said. The man was in stable condition after while being treated at Bayhealth-Kent General Hospital.

Cpl. Hoffman said no updated information on the Dover Downs shooting investigation was available.

Including Sunday’s case, four of seven homicide investigations in 2015 remain unsolved, city police said. The number of deaths this year is troubling, according to authorities.

“Yes, of course it is of great concern,” Cpl. Hoffman said.

“The department has taken proactive measures to combat crime, including the development of the Street Crimes Unit. We have also taken part in community meetings, met with community leaders, and participate in several outreach initiatives to develop relationships within various communities.”
