DOVER — A Dover man charged in one alleged shooting but a victim in another is being held at Howard R. Young Correctional Institution in Wilmington, police said.

Earlier this month, James A. Wheeler was indicted on first-degree attempted murder and other alleged offenses after investigation into a Jan. 8 shooting at a Dover shopping center, state police said. He was 25 at the time of the alleged incident, police said.

That is one of a number of shooting and/or homicide incidents police have investigated in the past 10 months.

Dover police have investigated 18 incidents while the state police and Delaware State University have each investigated two within city limits.

There have been four homicides in Dover in 2015, and seven overall since a man died on Aug. 11, 2014, of wounds from an alleged stabbing on July 23, 2014.

In the alleged incident at the North Dover Plaza Shopping Center, a 44-year-old man was shot in the upper torso, police said. He was transported by Emergency Medical Services to a hospital for treatment of his wounds.

According to authorities, a hospitalized Mr. Wheeler was arrested on March 18 as he was recovering from injuries suffered during a March 16 shooting at the Rodney Village housing development. Police said at the time he was shot multiple times in the lower torso.

Mr. Wheeler was issued a $618,000 cash bail after arraignment and turned over to the Department of Correction after his March arrest, police said.

Police said investigation into the Rodney Village shooting that wounded Mr. Wheeler is ongoing.

Regarding the alleged incident at the North Dover Plaza shopping center, police said Mr. Wheeler was also indicted on first-degree attempted robbery, possession of a firearm during the commission of a felony, possession of a firearm by person prohibited, and first-degree reckless endangering. An original second-degree conspiracy charge was dropped,

No arrests have been announced in connection to an April 18 shooting at Delaware State University. Attempts to contact school officials for an update on Wednesday were unsuccessful.

Two people were arrested after an alleged shooting at DSU’s Living and Learning Commons residence hall on Nov. 3, 2014. Dover residents Michael Clark and Marshawn Fortner, both 25 at the time of the alleged incident, were arrested within three days.

The DOJ said the duo was indicted on first-degree assault, second-degree conspiracy, and possession of a firearm during the commission of a felony counts.

A final case review is set for July 15, followed by a trial on July 21.
