DOVER — A Dover residence was declared uninhabitable after an alleged arson connected to a Sunday night domestic dispute, city police said.

Dover Police Department said investigation found that Keith Scott, 35, of the unit block of Carver Road in Dover, allegedly was involved in an altercation and grabbed his girlfriend by her neck and threatened to burn down the home if he was kicked out.

According to spokesman Master Cpl. Mark Hoffman, investigation found that a woman left the residence with her two children, and went to a nearby drug store to notify 911. The time of the alleged incident was listed as 5:59 p.m. by Dover police.

Police alleged that fire was set to the home’s kitchen and several items were damaged at the residence. A vehicle was also damaged and a phone broken, police said.

The American Red Cross provided shelter and assistance to the woman and her children, police said.

Mr. Scott was arrested without incident at the residence.

He was charged with second-degree arson, strangulation, criminal mischief, endangering the welfare of a child (two counts), malicious interference with 911 communications, offensive touching and terroristic threatening.

Mr. Scott was committed to James T. Vaughn Correctional Center near Smyrna in lieu of $21,400 secured bond and $10,848 cash bond.

Police said the officers and a neighbor combined to contain the fire with a pressure washer until Dover Fire Department arrived.

Authorities believed most of the damage was in the kitchen, but the home was not livable.

The city of Dover Fire Marshal’s office was called to the scene, police said.
