DOVER — A 20-year-old Dover man was arrested after an alleged shooting in the 100 block of South Queen Street Tuesday afternoon, city police said.

Marquis Boyer-Smith, of the 400 block of New Castle Avenue, was charged with first-degree assault, possession of a firearm during the commission of a felony and first-degree reckless endangering, according to the Dover Police Department.

Mr. Boyer-Smith was sent to James T. Vaughn Correctional Center near Smyrna in lieu of $84,000 cash bond and a preliminary court hearing was scheduled for Friday, according to police and court papers.

Dover Police announced an arrest at 2:02 a.m. Wednesday. At 4:45 p.m. Tuesday, police released information publicly and said a person of interest had been taken into custody.

Police said a 27-year-old man was shot three times in the right leg at approximately 3:01 p.m. in the 100 block of South Queen Street south of Reed Street, according to an affidavit of probable cause.

According to authorities in papers, two .40 caliber shell casings were located on South Queen Street south of Reed Street.

The injured man was taken to Bayhealth-Kent General Hospital for treatment, police said. In court papers, police wrote “The wounds caused substantial pain and if left untreated they would have created a substantial risk of death.”

Authorities said downtown surveillance cameras operated by Dover Police Department Emergency Communication operators aided in the investigation, and video allegedly showed a person leaving from the shooting area. Operators provided a description of the person and possible location, police said.

According to police in court documents, “Downtown surveillance cameras were used to determine that a (black male) wearing all black exited (redacted) just prior to the shooting and that the same subject ran back into the residence following the shooting.”

In papers, police said Mr. Boyer-Smith was identified positively through the Delaware Justice Information System.
