DOVER — A 39-year-old Dover man was arrested on felony robbery and assault charges Friday after investigation into an alleged incident outside a tavern on Sept. 23, police said.

Pierre J. Downs, of Queen Street, was allegedly involved with others in attacking a man outside the Golden Fleece Tavern at 132 W. Loockerman Street at 11:15 p.m., Dover police said.

The investigation remains open and police are attempting to identify other suspects.

The wounded man was found bruised and bleeding in the facial area when police arrived, authorities said in a probable cause affidavit, and said he had been knocked unconscious before his cellphone was stolen.

The man was transported to Bayhealth-Kent General Hospital for treatment.

According to police in papers, Mr. Downs was allegedly seen in downtown camera surveillance system taking possibly a firearm from the vehicle.

The man approximated his cellphone’s value at roughly $600, police said in documents, and said his missing wallet had at least $40 in it. His cousin’s shotgun — a Winchester .12 gauge model — was taken from the vehicle, the man told authorities.

Surveillance video from the Golden Fleece Tavern was also reviewed during the investigation, police said.

Police said Downs was arrested without incident at his home on Queen Street on Friday during a search warrant execution.

Charges included first-degree robbery, second-degree assault, second-degree conspiracy, theft of firearm, possession of firearm by person prohibited, theft under $1,500, carrying a concealed deadly weapon, possession of a switch blade and possession of a deadly weapon by person prohibited.

Downs was held at James T. Vaughn Correctional Center near Smyrna in default of $40,000 cash and $5,000 secured bonds.

Police said in papers that Mr. Downs had numerous felony convictions previously, including, among others, including theft over $1,000 and second-degree conspiracy in May 2008 in Kent County Superior Court.

Three other men were issued criminal summons for drug paraphernalia and possession of marijuana counts allegedly located during the search warrant, police said.
