DOVER — Court documents connected to a law enforcement officer-involved shooting on Wednesday have been sealed by the court.

Dover Police Detective Kevin Streadwick requested for warrants to be closed after wanted Dover resident Jamera Fisher, 25, was shot four times in an alley by a pursuing Delaware Probation and Parole officer. He was later charged with felony drug and weapon offenses.

Mr. Fisher suffered non-life threatening injuries, was treated at Bayhealth-Kent General Hospital in Dover and held by the Delaware Department of Correction in lieu of bail.

Authorities alleged that Mr. Fisher — wanted on a court capias for failure to appear — drove a vehicle aggressively toward police in the Capital Green neighborhood before an officer opened fire and wounded him.

Also arrested on drug-related charges was passenger Kylen Ewell, 22, of Harrington, who was not injured during the confrontation in the 400 block of New Castle Avenue at approximately 12:22 p.m. His warrant information was also sealed.

Citing the possibility of hampering the ongoing investigation, records were closed because they could influence or stifle witness information, “reveal confidential information regarding witness information, reveal witness identification, jeopardize the safety of both the defendant and any witnesses and cause possible tampering of evidence,” according to the court order.

The seal was granted by Judge W.G. Edmanson in Justice of the Peace Court 7 in Dover.

Mr. Fisher was charged with first-degree reckless endangering (four counts), possession of a firearm during the commission of a felony, possession of a deadly weapon, possession of marijuana, third-degree conspiracy, possession of a controlled substance (two counts) and possession of drug paraphernalia.

Before Judge Ken Cox, Mr. Fisher pled not guilty to the marijuana, conspiracy, controlled substance, and drug paraphernalia charges, according to documents, and no pleas were indicated regarding the other counts.

Cash bail was set at $90,000 for Mr. Fisher. A preliminary court hearing was set for Nov. 4.

Mr. Ewell pled not guilty to possession of marijuana, third-degree conspiracy, possession of a controlled substance (two counts), and possession of drug paraphernalia charges. He posted a $1,100 secured bail and was released pending arraignment on Jan. 18, 2017.

The Probation and Parole officer involved in the shooting was placed on administrative leave by the Delaware Department of Correction, pending investigation by Dover Police and the Delaware Attorney General’s Office.

Police said multiple persons were detained at the scene during the initial investigation, but were not charged.
