DOVER — Five shotgun slugs were fired during an alleged attempted murder in the Capital Green neighborhood on May 15, police said in court papers.

A 19-year-old man was wounded in the upper left side by one of the shots, according to the Dover Police Department.

A 25-year-old Dover man was charged after being located days later in Elkton, Md., authorities said.

Rakim A. Strickland, of the 600 block of River Road, was identified by police as a suspect shortly after the alleged incident at approximately 1:45 p.m.

He was taken into custody without incident on June 4, authorities said.

On Monday, Mr. Strickland was arraigned at Justice of the Peace Court 7 in Dover. He is facing charges of first-degree attempted murder, possession of a firearm during the commission of a felony, possession of a firearm by person prohibited, and possession of ammunition by person prohibited.

Misdemeanor charges included criminal mischief over $1,000, recklessly damaging property and first-degree criminal trespass.

Mr. Strickland was given a $322,000 secured bail and held at James T. Vaughn Correctional Center near Smyrna.

A preliminary hearing was scheduled for June 26, court papers said.

According to a Dover police detective in an affidavit of probable cause, patrol officers were dispatched to the alley between East Water Street and Sussex Avenue and found a wounded man seated in a gold Dodge Intrepid.

Witness said they allegedly heard four to five gunshots, and an officer saw three bullet holes in the Intrepid with an estimated damage of $2,000, according to papers.

“Witnesses stated that they saw a black male suspect with nappy hair wearing a white shirt and black pants fire five shots from a shotgun into the gold Dodge Intrepid where the victim was seated, while standing on the back porch of (a residence in the 400 block of East Water Street),” a detective wrote in court papers.

According to police, witnesses said the suspect then unlawfully went into the back porch of the residence — trespassing — and returned seconds later without the shotgun.

Witnesses further stated they saw a man running down New Castle Avenue before turning onto Sussex Avenue into an alley.

Through witness interviews, police said in papers, a suspect was positively identified as “Rock.” Witnesses said he had been asking around earlier in the day about how to obtain shotgun shells.

When announcing the alleged incident, police said the wounded man was transported to the Bayhealth-Kent General Hospital in Dover and later flown to Christiana Hospital for further treatment.

Mr. Strickland was taken into custody at approximately 6 a.m. at the Hollingsworth Apartment Complex in Elkton by the Delaware Fugitive Task Force and Maryland State Apprehension Unit pending extradition to Delaware, authorities said.

Police said in papers that Mr. Strickland was prohibited from possessing firearms and ammunition after numerous felony convictions, the last recorded on May 1, 2013.

The alleged shooting was part of an ongoing string of violent incidents within the city. There have been 11 reported shootings and/or homicides in Dover from April 18 to June 6, wounding 14 people.

Three homicides were reported in an 18-day stretch from April 26 to May 13.

Court papers listed Caesar Rodney High as Mr. Strickland’s employer.

A district spokesman said he was never employed there and had attended school as a freshman before leaving.
