SMYRNA — Spurred by an investigation police described as continuing "around the clock" since a Monday night shooting, two arrests were made and charges filed, spokesman Cpl. Brian Donner said.

Smyrna Police detectives probed the alleged incident in the 400 block of Baldwin Drive since notified at approximately 10 p.m., and 20-year-old Smyrna residents Jeffrey T. Thomas and Devante Blocker were both taken into custody. Both men reside in the unit block of North Fairfield Drive, police said.

Jeffrey Thomas

Two persons suffered gunshot wounds to their lower extremities, police said, and were in stable condition afterward. No further suspects are sought, according to authorities.

According to a probable cause affidavit filed for Mr. Blocker, a driver and passenger in a vehicle were shot and a back seat passenger was not wounded. Police were told that Mr. Blocker had allegedly been engaged in a verbal argument previous to approaching a vehicle, papers indicated.

In court documents, police said they were told that a second person "came towards the passenger side of the vehicle, carrying/holding what appeared to be an AR-15 style rifle, and then shot into the vehicle (striking two people)."

Devante Blocker

Following the alleged shooting, police said in the affidavit, two men reportedly fled in a westerly direction towards North Fairfield Drive.

Charges included two counts of first-degree assault, possession of a firearm during the commission of a felony, three counts of first-degree reckless endangering, first-degree conspiracy, possession of marijuana, criminal mischief over $1,000 and possession of drug paraphernalia.

Mr. Thomas was presented before Justice of the Peace Court 7 in Dover and held by the Delaware Department of Correction in lieu of $80,201 secured bond. Mr. Blocker was committed to the DOC in lieu of $27,201 secured bond.
