Dover - Frank Edward Ruffin passed away in the presence of his family on Friday, Nov. 8, 2013, he was 79 years old. Frank was born in Philadelphia, Pa. on March 16, 1934 to Frank and Celest Ruffin. He proudly served in the United States Air Force, and made his living by working at Westinghouse for over 20 years. He is survived by his loving wife of over 40 years, Sung Ok Ruffin; his daughters, Anita Bringhurst and Maria Ruffin; and his son, Frank Ruffin, Jr.; his son-in-law, John Waters; as well as his sisters, Viola Peterson, Helen Julye, and Nellie Nichols; four grandchildren; and five great grandchildren. Burial with military honors will take place at 11 a.m., Friday, Nov. 15, 2013 at the Delaware Veterans Memorial Cemetery in Bear, Del.
