Carolyn was born to the late Reginald Sewell Mills and Elizabeth Meredith Mills in Cambridge, Maryland. She graduated from Cambridge High School in 1959 and Peninsula General Hospital School of Nursing in 1964.
She was predeceased in death by her husband, Milton E. Foskey, Seaford, DE; and step-son Michael R. Foskey Sr., Seaford, DE.
She is survived by her daughter, Amy Register Vasey (Steve) of DeLeon Springs, FL; step-son, John Foskey (Bonnie) of Middletown, DE; grandchildren, Katelyn Lanman (Madeline) and Jackson Vasey of FL; step-grandchildren, Michael R. During early retirement she served the Occupational Health Departments of Bayhealth Milford, DE (13 years) and Nanticoke Hospital Seaford, DE (6 years). She officially retired in 2013.
In addition to public service Carol was passionate about people and her relationship with her Heavenly Father. She enjoyed music, singing, reading and fellowship with friends and family. She never met a stranger and spread an abundance of joy and peace during her time on earth.
In her last months Carol was surrounded with peace, joy, kindness, tenderness and constant care in her daughter's home where she only knew love, and comfort 24/7.
