Arthur Evans Douglas, 73
MARLIN, Texas - Arthur Evans Douglas of Marlin, native of Dover, Del., died Monday, Oct. 22, 2007, in Scott and White Hospital, Temple. He was 73.
He was born April 20,1934, to Charles H. Douglas and Margaret Loper Douglas.
He attended elementary and junior high at the Booker T. Washington School in Dover and after attended Howard High School in Wilmington, Del., where he graduated.
Upon high school graduation, Arthur attended Maryland State University.
He enlisted in the U.S. Army and was honorably discharged after two years.
Arthur's military experience also included 20 years in the Air Force.
He re-enlisted in the U.S. Air Force and was commissioned to second lieutenant.
Later promoted to captain and he served as a missile launch control officer in California. Other duty stations include Alaska and the Far East.
Arthur, a retired Air Force Major, holds a Bachelor of Science degree in mathematics from the University of Maryland; a Master of Arts degree in Public Administration from Tarleton State University in Stephenville; Meteorologist Certification, Texas A&M University, College Station and is a graduate of the Air Force Command and Staff College.
Upon retirement from the military, Arthur was employed as Program Operations Management, EOAC, Waco, where he functioned as deputy executive and coordinated with program directors.
Later employed as coordinator for contracts and Grants TSTI System in Waco, Arthur was responsible for contractual compliance and coordination for the four campus systems.
As director of human resources TSTC System, Waco, Arthur was responsible for the administration of all human resources functions including employment, benefits, compensation, safety/risk management, conflicts resolution and EEO/AAP for the four campus systems.
Arthur served as president of the board of trustees for the Marlin Independent School District for 20 years.
He also served from 1996 to 2001 as city manager for the City of Marlin.
Arthur maintained state-of-the-art capability and knowledge through continuing education at the University of Texas LBJ School of Public Affairs and other human resources and public law workshops annually.
Arthur leaves to cherish his memories a loving wife, Rose Marie Douglas of Marlin; one son, Darryl Douglas, New York; one stepdaughter, Elizabeth Richardson of Bryan; sisters, Margaret and her husband Robert Baines, Dr. Myrtle Scott, all of Dover, Del., and Patricia Justice, Kokomo City, Va.; brothers, Charles and his wife Josephine of Myertown, Pa., Frederick and his wife Pearl of Dover; three special aunts, Marie Banks and Eleanor Young of Reading, Pa., and Alberta Smith of Dallas; a special cousin, Dorothy and her husband Sylvester Townsend of Chester, Pa.; step-grandson, Brandon and his wife Lashunda Richardson of Marlin; adored step-granddaughter, Audi and her husband AC Richardson of College Station; and two step-great-grandchildren, Briaria of Marlin, Jacorien of Bryan; special in-laws, Margie and husband Larry Womack of Temple, Evelyn Simpson of San Antonio, Lora Cox of Las Vegas, , T.W. Williams of Temple; a host of special nieces, nephews, cousins, friends; and a special friend, Willie Martin of Marlin.
Services will be noon today at the Greater Providence Baptist Church in Marlin, Texas with the Rev. F. A. Green Sr. officiating.
Burial will follow at the Peaceful Rest Memorial Park in Marlin, Texas.
