Born in Falls Church, Va., Mrs. Smart was the daughter of the late Paul Wayne Proctor and Anne Catherine (Mayhugh) Proctor.

Her husband, to whom she had been married 44 years, Jack Wayne Smart, died Nov. 16, 2001. She and her husband had retired to the Eastern Shore in 1987.

Mrs. Smart is survived by three sons, Kenneth W. Smart of Kansas City, Kan., Scott A. Smart of Columbia and James S. Smart and his wife Barbara of Palmdale, Calif.; two daughters, Catherine S.
