DOVER - Thomas "Russell" Foster of Dover, formerly of Charleston, S.C., passed away Saturday, March 24, 2007, after a year-long battle with cancer. He was 82.

Mr. Foster served in the Marine Corps in the South Pacific during World War II and retired after 20 years as a Naval Commander JAG.

He held a doctorate in law and was an international patent attorney.

Prior to moving to Dover, Mr. Foster lived in Germany for 10 years. He loved many things, most of which was traveling throughout Europe. He was an avid reader, accomplished musician and loved growing roses.

He is survived by his long-time companion, Rosalian Ethyl Mills of Dover; four daughters; two sons; and a brother of Columbia.
