Mr. Leggins was born March 22, 1962, in Mobile, Ala., son of Mary Lee Snell and Joe Martin.

He received his education in the Cape Henlopen School District.

Mr. Leggins was a great football player and wore 22 proudly. He was also a fanatic about any sport just to get an argument of opinions started.

Mr. Leggins was a hard worker regardless of his illness, to make sure that his children were taken care of and had everything they needed. He was a fun-loving and cheerful person that touched the lives of so many.

His uncle Robert took him in and made sure he had the best of everything. He could count on Robert for anything.

Mr. Leggins was a member of Bethel A.M.E. Church, Milton, and St. John Second Baptist Church, Millsboro. He also played softball for Bethel A.M.E. and sang in the Men's Choir.
