DOVER - Raquel "Rocki" Varela Phinnessee, 49, Dover, passed Tuesday, June 24, 2014. Raquel was born March 16, 1965, in Sacramento, Calif. and was a long time resident of Dover. She was an incredible women, and will be missed dearly. Daughter of Patricia Phinnessee, step-father Morris Phinnessee and late father Ignancio Varela. She is survived by her daughter's Ryalli Tiedgen of Hartly,, Breanne Dancel of Ellicott City, Md., Kristen Curtin of Hanover, Md.; grandchildren, Juliana of Hartley, Aubrey and Makenzie of Hanover; sister, Jillian Bradley of Dover; brothers, Damien Phinnessee of Dover, and Erik Phinnessee of Los Angelos, Calif. A Memorial gathering will be 12 p.m. to 6 p.m., Saturday, August 2. 2014 at Tidbury Creek County Park.
