Mrs. Tobey was born April 20, 1929, in Salisbury, Md., to the late Andrew and Grace Christensen.
She was a graduate of GoldeyBeacom Business College.
Mrs. Tobey was the owner of several local florist businesses including Elton's Florist in Dover and Smyrna Florist in Smyrna.
She retired from the florist business after 20 years and became an administrative assistant at Legislative Hall for several years.
Mrs. Tobey then worked many years as a real estate agent for Burns and Ellis Realtors, Dover.
She was a member of Christ Episcopal Church, Dover, the Dover Century Club, and the Central Delaware Camber of Commerce.

Mrs. Tobey is survived by her husband of 31 years, Bruce M. Tobey; a stepson, Daniel Tobey of Concord, N.H.; a nephew, William A. Christensen of Camden; two nieces, Bonnie Spencer of Smyrna and Lee Christensen of Atlanta; and a brother, William W. Christensen and his wife Carla Mae of Milford.
Funeral services will be 11 a.m. Thursday in Torbert Funeral Chapel South, 1145 E. Lebanon Road, Dover, where friends may call one hour prior.
