QOTD: Should the Seaford City Council limit comments only to those in attendance at its meetings?

Here is the question of the day: 

After the Delaware General Assembly last year unanimously passed House Bill 293, requiring meetings of public entities to provide an opportunity for public comment, Seaford City Council began allowing remarks both in person and in writing. Recently, the council revised that policy and now limits comments only to those in attendance at its meetings. Supporters of the move say people with something to say should make the effort to appear and that the building is compliant with the Americans With Disabilities Act. Others say the change doesn’t take into account all situations and that it limits interactions with the council. What say you?
