Rossell, Jr. MILLSBORO - Mr. William E. "Billy" Rossell, Jr. of Millsboro, formerly of Wilmington passed away on Saturday, Oct. 26, 2013. In addition to his mother, he is survived by two sisters, Donna Roberts, of Spindale, N.C.; Judith J. McKee and her husband Ken of Chesapeake City, Md.; and several nieces and nephews. A graveside service will be 11 a.m., Wednesday, Oct. 30, 2013 at Glebe Cemetery in New Castle. In lieu of flowers, the family suggests donations to a charity of one's choice in Billy's memory.
