SEAFORD - Ernest Lofland, 55, of Frankford, and Rosa Mitchell, 61, of Millsboro, were arrested on felony drug charges following a traffic stop Monday night, authorities said.
Delaware State Police spokesperson Senior Cpl. Leonard DeMalto said that at approximately 11:58 p.m., troopers conducted a traffic stop on Old Furnace Road due to a vehicle’s loud muffler. As troopers approached, police said, passenger Ms. Mitchell was seen discarding drug paraphernalia out of the window.
Ms. Mitchell was subsequently taken into custody without incident, and a search of her person led to the discovery of approximately 0.16 grams of crack cocaine, police said.
After the drugs were recovered, police said, the driver Mr. Lofland was also taken into custody without incident. A search of Mr. Lofland led to the discovery of approximately 0.021 grams of suspected heroin and approximately 6.13 grams of crack cocaine, some of which had been concealed in his mouth, police said.
Ms. Mitchell was charged with possession counts including with intent to deliver a controlled substance, controlled substance in a Tier 1 quantity, and drug paraphernalia, along with second-degree conspiracy. She was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $6,200 secured bond.
Mr. Lofland was charged with possession counts including with intent to deliver a controlled substance, controlled substance in a Tier 1 quantity, controlled substance, and drug paraphernalia, along with tampering with physical evidence, second-degree conspiracy, and improper muffler. He was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $16,401 cash bond.
