Salisbury man charged in Seaford carjacking

SEAFORD — Police have arrested Ralph Harmon, 23, of Salisbury, Maryland, in connection with the carjacking and kidnapping of an 80-year-old woman in Seaford on Friday.

Seaford Police Department Deputy Chief Michael Rapa said the incident began just before 10 a.m., as the woman was approached near her vehicle in her driveway, physically assaulted and placed in her car.

The victim was bound and driven to a residence in south Salisbury, where she was found, he said. She was transported to a hospital, treated for her injuries and later released.

When Salisbury police located the woman’s vehicle, multiple subjects fled from it on foot as the officers approached, Deputy Chief Rapa said.

One of the subjects, Mr. Harmon, was apprehended and later arrested in connection with the carjacking and other unrelated crimes in Maryland, police said.

He faces numerous charges, including first-degree kidnapping, first-degree assault, first-degree robbery, aggravated menacing, wearing a disguise during the commission of a felony and theft of a motor vehicle.
