Elijah Allen had given the Senators the lead with a layup and a free throw with :59 seconds left. Jyare Davis then put Sanford ahead for good with a putback with 29 seconds remaining.
Corey Perkins then added a layup after a steal for Sanford.
Allen paced Dover with 19 points. Eden Davis added 11.
Dover was attempting to finish the season unbeaten. Dover entered at 24-0 overall as the tournament's second seed.
