LAUREL - Russell Francis Milligan age 81 of Laurel, Del. died Friday April 13, 2012 at Christiana Hospital Wilmington, Del. Born in Seaford, Del., the son of the late Frances Smith and Russell C. Milligan, he worked for the City of Seaford Public Works Department before retiring. Russell is survived by his wife, Roberta Bennett Milligan; a son, Ronald E. Milligan and wife Florie of Harrington; two daughters, Christina J. Milligan of Seaford, and Susan L. Scott and husband Roy of Seaford; a brother, Donald Milligan of Seaford; eight grandchildren; and six great grandchildren. In addition to his parents he was also preceded in death by a daughter, Carolyn Ann Milligan in 1981; and a brother, Paul Smith in 2011. Funeral services will be Wednesday April 18, 2012 at 2:00 P.M. in Watson-Yates Funeral Home Front & King Streets Seaford, where friends may call from 1:00 to 2:00 P.M. Burial will be in Odd Fellows Cemetery Seaford.
