The incident took place at 11:52 p.m. when an officer located a parked vehicle that was occupied and allegedly with a noticeable smell of marijuana coming from it. Contact with the two occupants and further investigation located marijuana, crack cocaine, and drug paraphernalia, authorities said.

Neajah Fassett, 22, of Chester, and Tyrese R. Carter, 30, of Philadelphia, were both taken into custody without incident. Mr. Carter was also found to be wanted by the Justice of the Peace Court 7 in Dover.

Ms. Fassett and Mr. Carter were both charged with two counts of possession with the intent to deliver and possession of drug paraphernalia. Unsecured bail was set at $20,500.
