Dover, Delaware — At 11:59 p.m. on Aug. 14 (the night of Aug. 14 into the 15) — Midnight Church, a national mobile ministry dedicated to serving unhoused, displaced, and distressed individuals in the late-night hours, announced its second outreach event at its first operational hub in Dover, Delaware. As the First State, Delaware continues to serve as the birthplace of a movement expanding across the United States, bringing hope, presence, and practical support to communities where traditional services are unavailable after dark.
“Midnight Church: A Movement Born in Delaware, Built for the Nation” reflects the organization’s commitment to establishing a scalable, evidence-based outreach model that can be replicated in cities, rural counties, and underserved regions nationwide.
Founded by Dr. Jamillah A. Mantilla, Ph.D., MBA, Midnight Church operates from midnight to 3 a.m., filling a critical gap in the social-service landscape. During these hours, emergency shelters close intake, social service agencies shut down, and individuals experiencing homelessness face their highest levels of vulnerability, isolation, and risk.
“Delaware is the perfect place to begin,” said Dr. Mantilla. “As the First State, it symbolizes the first step in a national movement. What we build here will become the blueprint for Midnight Church chapters across America.”
A National Model with Local Roots
The Delaware launch site will serve as the prototype for national expansion. Midnight Church’s presence-based outreach model includes:
The organization’s approach is grounded in peer-reviewed research demonstrating that street outreach improves housing stability, health outcomes, and community safety. Studies also show that organized homeless service providers increase neighborhood property values, countering common misconceptions about outreach programs.
Why Delaware Matters
Delaware’s rising homelessness rates, combined with its symbolic status as the First State, make it an ideal launch location. Kent County’s growing unsheltered population highlights the urgent need for late-night intervention and coordinated community support.
Midnight Church aims to partner with:
These partnerships will form the backbone of a nationwide network of Midnight Church
chapters.
A Call to the Nation
Midnight Church invites property owners, business leaders, city officials, and concerned citizens across the United States to join the movement.
“This is not just a program — it is a calling,” said Dr. Mantilla. “We are building a national network of compassion that meets people where they are, when no one else will.”
