The rally will be held at 11:30 a.m. outside of the state capitol. Speakers will include Mr. Sharpton, founder and president of the National Action Network; Blaine Hackett, pastor of St. John African Methodist Church; and Keandra Ray, a police reform activist whose brother, Jeremy McDole, was shot and killed by Wilmington police in 2015.
