Delaware Senate Republicans questioned the openness and fairness of the $1.25 billion bond bill. When the measure reached the Senate at 4 a.m. Wednesday, July 1, Sen. Bryant Richardson, R-Seaford, said the least amount of money for capital projects will go to Sussex County and that New Castle received the most.
