DOVER - Frank Smith passed away Monday, Nov. 25, 2013 at Kent General Hospital. He was 81. Frank was born on March 8, 1932 in the Bronx, New York to Frieda and Joseph Smith. He graduated from High School in January 1950. While in the Air Force he attended course at night and upon retirement completed course work and graduated from Delaware State University in May 1972 with a Bachelor's Degree in Business Administration. He attended Graduate School at Central Michigan. Frank's first job was with National City Bank of New York where he worked until August 1951. During the Korean War Conflict he enlisted in the United States Air Force and after basic training at Sampson, AFB he received training at Arizona State University, Tempe, Arizona. His tours of duty were at Greenham Common RAF Station, England, 3rd AF HQ at South Ruislip, England, Stewart AFB, N.Y., Bushy Park RAF Station, England, High Wycombe RAF Station, England, Luke AFB, Arizona, MAAG Vietnam (special assignment), Saigon, Vietnam, RRAF Lakenheath, England, Vance AFB, Oklahoma, Suffolk County AFB, Long Island, N.Y. and Dover AFB where he retired, in 1971 as a Msgt. Frank was selected as Vance AFB, Enid, Okla. Airman of the Year in 1967, and awarded two Air Force Commendation Awards for Outstanding Achievements. He was a lifetime member of the Air Force Sergeants Association and DAV. Upon graduation from College, he worked for the State of Delaware, starting as a personal officer and progressing to chief of employment services at the State Personal Office. He subsequently transferred to the Division of Public Health and served as the personnel director until his retirement in 1991. After retirement he and his wife enjoyed traveling worldwide. He also had served on the Kent County Library Advisory Committee, The Delaware Health Resources Board and the Council on Real Estate Appraisers. He held leadership offices with the 33rd and 34th Representative District Democrat's and Central Delaware Democrat's. He is survived by his loving wife of 59 years, Margaret Smith of Dover; daughter, Joanne Sweeting of Pensacola, Fla.; sons, James Smith and his wife Debbie of Felton, Christopher Smith of Paoli, Pa., Frank Smith and his wife Romy of Atlanta, Ga.; eight grandchildren and ten great grandchildren. Funeral services will be 12 p.m., Monday, Dec. 2, 2013 at Torbert Funeral Chapel South, 1145 E. Lebanon Road (Rt.10), Dover. Friends may call from 10 a.m. to 12 p.m. Interment will be held at Odd Fellows Cemetery, Camden. In lieu of flowers the family suggests contributions be made to Kent County SPCA, 32 Shelter Circle, Camden, DE 19934.
