It is hard to address each of the public safety problems in Dover because they are intertwined.
Homeless individuals are some of the people panhandling and using drugs. Enforce the laws to get people off the streets, to benefit not only the people coming to Dover but the offenders themselves.
With that said, they must want to be helped and become better residents.
