Budding beer garden in Dover to expand dining options

Too many people view the capital city as a place to work but not play, according to Donny Legans.

So, he said, after those individuals clock out, they head out of town.

But Mr. Legans is brewing up a reason for folks to stick around: Rail Haus, a German-style beer garden coming to 92 N. West St., is under construction, with an opening slated for July or August.
