Dover couple's deaths deemed a murder-suicide

DOVER - On Tuesday, the Delaware State Police said Homicide Unit detectives are conducting a murder-suicide investigation after a 25-year-old Dover woman was found dead in an apartment the day before.

The sequence began at approximately 1:55 a.m. Monday after officers from the Dover Police Department responded to the intersection of U.S. 13 and Webbs Lane for the report of a fatal motor vehicle crash involving a pedestrian, according to authorities.

Upon their arrival, Dover officers learned that a 36-year-old male pedestrian, later identified as Pierre Rubens Volcy, had been struck by a vehicle after he had walked into its path on U.S. 13. The male victim was pronounced dead at the scene.

During the subsequent investigation, police said, a vehicle was found with its engine running in the parking lot of the Wendy’s Restaurant located on U.S. 13 at Webbs Lane. A computer inquiry of the vehicle’s registration revealed that it was registered to the deceased pedestrian.

At approximately 9:15 a.m. Dover PD officers went to the late Mr. Volcy’s registered address at 51 Webbs Lane, Alder Park Apartments, to contact his wife, Wislene Volcy Deborne. Upon their arrival, the officers came into contact with a male occupant of the apartment and asked to speak to Ms. Deborne.

At that point, Ms. Deborne’s body was located in the rear bedroom of the apartment suffering from an obvious injury to her torso area. It was learned that the male occupant, who rents a room at the apartment, did not know that the female victim was deceased in the bedroom before the arrival of the officers.

Detectives are continuing their investigation by conducting interviews and collecting evidence to determine the circumstances surrounding this incident.

A 2-year-old son of the couple was taken from the apartment to Bayhealth-Kent General Hospital after the female was located, and reported to have no injuries. He was turned over to the care of the Delaware Division of Family Services.
