Delegate Douglas Page Elmore SALISBURY, Md. - Delegate Douglas Page Elmore, 71, of Salisbury passed away on Saturday, June 26, 2010, at Peninsula Regional Medical Center with his wife, family and friends by his side. He had courageously battled cancer. Born on May 31, 1939, in Nassawadox, Va., he was the son of Charles T. Elmore, Sr. and Margaret Johnson Elmore of Painter, Va. He graduated from Fork Union Military Academy in Fork Union, Virginia in 1958 where he was the Battalion Commander and president of his graduating class. He attended the University of Richmond. A political science major, he interned with two Virginia governors. Elmore served as the Treasurer of Accomack County, Virginia from 1968-76, the youngest person ever elected a Virginia county treasurer. A retired businessman, Elmore built Shore Disposal, Inc. from a one truck local operation in Painter, Virginia to over 40 trucks encompassing 3 states. He also owned Hartman Trucking in Pocomoke and Shore Freight Line in Painter, VA. In 1998 he sold his refuse business to Waste Management, Inc. Elected in 2002, Elmore served as a Delegate in the Maryland General Assembly (38A-Somerset/Wicomico, R) from 2003 until his death. He was a strong voice for watermen, farmers, firefighters, educators and health care personnel. He is well remembered for his successful legislation to make the Smith Island Cake the Maryland State Dessert. More recently, he worked hard to bring the School of Pharmacy to the University of Maryland Eastern Shore. He brought a businessman's perspective to the General Assembly supporting lower taxes and less government regulation. Legislative memberships included serving on the Ways and Means Committee and the Joint Commission for the Management of Public Funds. He was Chair of the Eastern Shore Delegation for 7 years; Chair of the Somerset Delegation; Chair of the Rural Caucus, 2005, 2008 and a member of the Maryland Legislative Sportsmen's Caucus; the Blue Crab Task Force; the Citizen's Advisory Board for Holly Center; the Lower Eastern Shore Children's Center Advisory Board; the Tri-County Council for the Lower Eastern Shore of Maryland and the Alcohol and Drug Council of Somerset County. In 2006 he received the Legislative Award for leadership on behalf of Senior Citizens from the Maryland Association on Aging. He was appointed to the Maryland Business Tax Reform Commission in 2008. Elmore attended Bethesda United Methodist Church in Salisbury and was a past member of the Board of Trustees and the Finance Committee. He served on the Salisbury University Foundation (Treasurer, 2000- 2002); the Nabb Research Center for Delmarva History and Culture (Vice Chair, 2002-2003); the Executive Board of the Mid-Delmarva YMCA (Chair, 1998-2000); and the Board of Directors for Shore Bank, Inc and Shore Financial Corp. He held memberships in the Salisbury Rotary Club, the Salisbury/ Wicomico Chamber of Commerce, the Princess Anne Chamber of Commerce, and the Crisfield Chamber of Commerce. Past memberships include the Greater Salisbury Committee, the Eastern Shore Home Builders Association, the ABC Contractors Association, and the National Solid Waste Association. He was honored in 1995 by the Board of Governors of NSWA for Special Contribution to the Solid Waste Industry. Elmore is survived by his wife, Carolyn Jackson Mears Elmore; a daughter, Kathryn Elmore Thomson (Russell) of Atlanta, Ga.; a stepdaughter, Diana Mears Hampton of Cumming, Ga.; a stepson, Robert Stephen Mears (Jennette) of Berlin, Md.; six grandchildren, William Page Thomson of Atlanta, Ga.; Lyndsay, Megan and Andrew Hampton of Cumming, Ga., and Justin and Riley Mears of Berlin; one sister, Anne Elmore Floyd of Machipongo, Va.; an aunt, Kathryn Johnson Lilliston, and several nieces, nephews and cousins. In addition to his parents, he was preceded in death by a brother, Charles T. Elmore, Jr. of Greensboro, N.C.; and a sister, Margaret Seiga Elmore Lankford of Pocomoke. Funeral services were held Wednesday, June 30 at 11 a.m. at Bethesda United Methodist Church in Salisbury. Interment was in Parsons Cemetery. Family and friends called at Holloway Funeral Home from 6-9 p.m. on Tuesday, June 29.
