Legislative impasse began after Democrats demanded the funding of health care benefits set to otherwise expire, while Republicans said the extension on the table was 'clean' and should therefore be accepted by both parties. This shutdown is now the longest in U.S. history * Shutdown likely furloughs federal employees from work, except those whose jobs 'protect life and property' who are expected to work without pay. Recent weeks have seen increasing disruption to air travel as rising numbers of air traffic controllers call in sick and SNAP benefits retracted after the U.S. Department of Agriculture said funds had been exhausted.
