Cecelia P. Frazier

Salisbury - Cecelia "Ann" Powell Frazier died Wednesday, Nov. 19, 2014, at Peninsula Regional Medical Center. Born in Salisbury, she was the daughter of the late Ralph "Reds" Gilbert Powell and Frances Ann Smith Powell. She graduated from Wicomico Senior High School and Salisbury State. She was employed by the Wicomico County Board of Education for over 40 years, teaching at Glen Avenue Elementary and Salisbury Middle School. After retirement, she substituted at various schools, and served as a new teacher coach. She is survived by a son, Charles "CJ" Parsons of Salisbury; a brother, Ralph "Jay" Powell; two nieces and a nephew. A graveside service was held on Monday, Nov. 24, at Wicomico Memorial Park in Salisbury. Arrangements were in the care of Holloway Funeral Home in Salisbury.
