Billy Frank Cooper

Billy Frank Cooper, 71 TANGIER ISLAND, Va. - Billy Frank Cooper, husband of the late Joanne Dise Cooper and a lifelong resident of Tangier, VA, passed away Thursday, July 31, 2008, in Peninsula Regional Medical Center in Salisbury, Md. He was 71. Born Aug. 4, 1936, on Tangier Island he was the son of the late John and Addie Cooper. He was retired as Supervisor for the Town of Tangier Public Works Department. Mr. Cooper was a member of the Swain Memorial United Methodist Church, served his country in the United States Navy, and was active in the V.F.W., Volunteer Fire Department, and Corps of Engineers. Mr. Cooper was predeceased by a sister, Faye Parks, and three brothers, Edwin, Joseph and Jack Cooper. Survivors include three sons, Billy F. Cooper Jr. of Philadelphia, Pa., the Rev. Dr. Robert E. Cooper and his wife, the Rev. Frances T. Cooper of Virginia Beach, Va., and Joseph A. Cooper and his wife Vera of Boston, Mass.; two granddaughters, Mary Beth Moody and Annika Corinne Cooper; and several nieces and nephews. Funeral services were conducted from the Swain Memorial United Methodist Church on Saturday, August 2, 2008. The Rev. John R. Jones and Cook Cannon officiated. Burial followed in the New Testament Church Cemetery. Memorial donations may be made to the Swain Memorial United Methodist Church, P.O. Box 199, Tangier, VA 23440. Arrangements by the Williams Funeral Homes, Parksley and Onancock.
