Newly elected Milford mayor, council members sworn in

MILFORD — Following the certification of April 27’s election results, four City Council members and a new mayor were sworn in Monday.

Given the oath of office by Delaware Superior Court Judge Noel Eason Primos were Todd Culotta as mayor and council members Madula Kalesis, Lori Connor, Michael Stewart and Katrina Wilson.

Each will serve a two-year term.

The municipal election had a significant turnout, said city clerk Terri Hudson.

“We had a historic election this year, with a record-breaking number of qualified voters,” she noted. “A high number of absentee ballots and a lot of blood, sweat and tears ... were put into this election by all. We were extremely busy on election (day) and were happy to see so many first-time voters ever in a city election.”

Mr. Culotta gained the mayoral reins after defeating three-term incumbent Archie Campbell, 706-606.

Meantime, in Ward 1, Ms. Kalesis beat incumbent Councilman Mike Boyle by one vote, a result determined by a recount.

In Ward 2, Ms. Connor earned her council spot by defeating Nadia Zychal, 226-194, while Mr. Stewart beat Danny Perez, 147-93, in Ward 3.

Lastly, in Ward 4, incumbent Ms. Wilson retained her seat, winning 104-74 over Phillip Ruiz.

Also Monday, because Mr. Culotta had been serving as a Ward 2 councilman at the time of his mayoral election and had a year left in his term, City Council adopted Resolution 2024-06, allowing members to nominate and approve a person they see fit to complete the term.

To that end, Ward 1 Councilman Daniel Marabello nominated Ms. Zychal for the seat, a motion seconded by Councilwoman Wilson and backed by all her colleagues.

Ms. Zychal will be sworn in during a to-be-determined council meeting.

In other business Monday, Councilman Wilson nominated Councilman Jason James of Ward 4 to continue in the role of vice mayor, with the rest of the body approving.
