TRAPPE — The Talbot County Sheriff’s Office Criminal Investigations Division has arrested a second suspect involved in a March 23 incident on Howell Point Road.

Flamond D. Woolford, 18, of Cambridge, has been charged with home invasion, kidnapping, first degree assault, robbery, armed robbery, reckless endangerment, theft, firearm use in a felony/violent crime and conspiracies to commit those crimes.       

On March 23, at about 4 a.m., deputies responded to the area of Howell Point Road near Hunter Lane in Trappe for multiple reports of shots fired. When deputies arrived in the area, they encountered an individual walking along Howell Point Road.

Investigation revealed the individual was the victim of a kidnapping and armed robbery which started at a residence on Main Street in Trappe. The individual reported being forced into the vehicle at gunpoint and driven from the house. The victim was able to get away from his assailants on Howell Point Road where deputies eventually contacted him.

Investigators with the Talbot County Sheriff’s Office Criminal Investigation have continued to work this case and develop evidence and information. Investigators identified Woolford as being involved in this incident and obtained an arrest warrant for him.

On April 29, at about 3:24 a.m., the Maryland State Police stopped a vehicle on eastbound Route 50 at Castle Marina Road in Queen Anne’s County. Woolford was identified as a passenger in the vehicle.

The trooper conducted a wanted check on the occupants of the vehicle and determined Woolford was wanted by the Talbot County Sheriff’s Office and he was arrested without incident. Woolford was transported to the Talbot County Central Booking Facility where he had initial appearance before a District Court Commissioner, who ordered that he be held without bond.

On April 30, Woolford had a bond review in Talbot County District Court and he was released by the judge on a $30,000 unsecured bond.

“An unsecured bond essentially means the individual is released and promises to pay a set amount of money if they don’t show up for their court dates,” a statement from the Talbot County Sheriff’s Office said. “This is different than a ‘secured bond’ in which the court orders the individual to pay the money up front before being released.

The sheriff’s office was assisted by members of the Maryland State Police and Cambridge Police Department.
