DOVER - Gov. John Carney was joined by members of the Down Syndrome Association of Delaware, the Delaware Developmental Disabilities Council and lawmakers to sign a proclamation for World Down Syndrome Day.
Members of the General Assembly donned colorful socks with the governor to celebrate the occassion, which is also known as Rock Your Socks Day.
