QOTD: Police channels: Open or encrypted?

Here is the Question of the Day:

Joining other law enforcement agencies, Delaware State Police have encrypted radio transmission channels  for what they say are purposes of safety, accuracy and protection of privacy. Critics say it will cause issues with public safety response and limit the public, members of the press, government watchdogs and interested residents from accessing information. Should police channels should be open or encrypted? Why?
