Second man charged after April shooting near Dover cemetery

DOVER — A second person of interest in an April shooting was arrested after turning himself in at the Dover Police Department on Friday, authorities said.

Dover resident Lamar Howard, 18, had been sought on felony charges after a vehicle was struck by gunfire several times in the area of Walker and Kenton roads April 27, Dover police spokesman Sgt. Mark Hoffman said. The gunfire was discharged from another vehicle at approximately 12:45 a.m., police said.

The driver of the damaged vehicle — a 20-year-old woman who police said was not injured — drove home and then reported the incident to authorities. She had just left a gathering for a recent homicide victim at a nearby cemetery, police added.

Mr. Howard was charged with possession of a firearm during the commission of a felony, possession of a firearm by a person prohibited, second-degree conspiracy and illegal gang participation. He was committed to Sussex Correctional Institution, Georgetown, on a $55,000 cash bond.

Also in connection with the shooting, Rayquian Horsey, 21, of Dover, was arrested last week and charged with felony offenses. Sadique Ingram, 20, of Dover, remained at large as a person of interest, Sgt. Hoffman said late Monday morning.
