DOVER — Delaware Department of Correction Commissioner Monroe B. Hudson Jr. announced Wednesday that Michael Records, deputy chief of the department’s Bureau of Healthcare, Substance Abuse and Mental Health, has been elevated to chief of the bureau.
The promotion takes effect Nov. 8.
Chief Records has worked for the Delaware Department of Correction for 30 years, beginning as a probation officer in 1991.
He was promoted to probation and parole supervisor with facility-wide responsibilities for classification, reentry and employment preparation and pre-release programs.
In 2010 he joined DOC’s Central Administration team as a social service administrator and later as planning manager where he helped direct the offender grievance process, case management, and program and policy development, managed American Correctional Association accreditation efforts department-wide, and served as statewide Prison Rape Elimination Act Coordinator.
In October 2017, he was promoted to Deputy Chief of Community Corrections, which oversees probation and parole, pretrial services, the community work release program, electronic monitoring and other supervision programs for more than 10,000 individuals statewide who are housed in Work Release and Violation of Probation facilities or are serving probationary sentences in the community.
In November, 2019 he joined the Bureau of Healthcare, Substance Abuse, and Mental Health as Deputy Chief. He has completed numerous specialized training programs and has earned a Certified Correctional Manager credential through the American Correctional Association.
The Bureau of Healthcare, Substance Abuse and Mental Health implements evidence-based medical and behavioral health prevention and treatment services through oversight of contracted medical, mental health, and pharmacy operations in all Level V (prison) and Level IV (work release and violation of probation) facilities and behavioral health services provided to individuals on probation after their release from incarceration.
